[An excerpt from the Operation Manual of the Competitive Teaching and Management Improvement System at the Ministry of Education and Science]

The Operation Manual regulates the organisation of the activity of the Competitive Teaching and Management System, hereinafter called the Centre or CTMS, and is designed on the basis of Art. 20 of the Regulations of the Structure and Function of the Centre, published in Copy 19/02.03.2001 of the Official Gazette, hereinafter called the Regulations for short.

The Operation Manual specifies the objectives and structure of CTMS, as well as the conditions and mechanisms for the implementation of projects, which will be developed by the higher education institutions (HEI)*. It is obligatory in view of the implementation of the Higher Education Development Strategy in Bulgaria. Complete or partial changes in the Operation Manual can be introduced within the time of the Loan only after preliminary negotiation with the Ministry of Education and Science (MES) and the World Bank (WB).

The Competitive Teaching and Management System was established on the basis of the Education Modernisation Project by Loan Agreement with the World Bank from 2000 and by Ordinance number 148/27.06.2000 of the Council of Ministers.

CTMS is a legal entity supported by the budget and responsible to the Minister of Education and Science. It is located in Sofia and has a total number of personnel of nine regular employees (Regulations, Art. 2(1)).

The purpose of CTMS is to assist the Ministry of Education and Science in implementing the reform in higher education (HE).

To achieve its objectives, CTMS can use public or private, national or international funds of diverse general or specific nature. Depending on the source of funding, specific conditions or procedures for funds spending can be agreed on. Initially, the funds for the operation of CTMS shall be provided by the World Bank on the basis of the Higher Education Development Strategy, submitted by the Ministry of Education and Science.

The effective and equitable allocation of the CTMS funds is guaranteed by the competitive character of the system for project approval and the binding of the HEI funding with the higher education quality and management efficiency improvement. This makes the System an instrument for the modernisation of the Bulgarian HEIs.

The activity of CTMS is based on the following principles:
— Transparency of procedure;
— Democracy of management;
— Plurality;
— Competence;
— Conformity with the international requirements.

The successful work of CTMS shall depend on the mutual trust between CTMS and the HEIs, as well as on the opportune changes in the normative frame of the Strategy of the HE development. The good co-ordination between the efforts of the HEIs and the activity of the National Evaluation and Accreditation Agency (NA & AA) is particularly important.
